Gritty mostly, quaint Downtown, high addictions

Grew up here, returned here to assist family after lining/working South of Boston, San Diego, then North of Boston respectively. Outside of the quaint/Historic Downtown and immediate area West of it, the city shows a very gritty underbelly with lots of drugs/addiction and poverty and unemployment -and attitude that goes with them....not very conducive to continual and forward economic growth, and as such it has sputtered on/off. Another old Northeast mill town that just can't quite take off like some of its larger ones.
